According to the industry, the recent proposal by the Ministry of New and Renewable Energy to implement ALMM List-II for solar PV cells is expected to impact solar projects regarding both timelines and costs, and is projected that this will lead to an increase in electricity tariffs by 40–50 paise/unit.
Pinaki Bhattacharyya, MD and CEO of AMPIN Energy Transition, a Delhi-based renewable energy project developer, said the move could lead to retaliatory measures by other nations concerning the supply of materials, technology, and equipment to India.
"India must achieve self-sufficiency in sales prior to implementing these non-tariff barriers. These barriers do not foster innovation, quality, or cost-effectiveness, which are essential factors for a product to compete on the international platform. Therefore, such barriers make India economically inefficient," said in an interaction. The Government of India has recently announced that it plans to incorporate solar cells under ALMM from April 1, 2026.
